Yes, I have it in. I also don't know what happened but I just did another
restart of tomcat and it looks like everything is working now. Didn't
change a thing from when it wasn't working till now so not exactly sure
what went wrong. Maybe just a long configuration load time?

Assuming "the services directory" means you're trying to use an external
directory full of JSON service definitions, do you have
org.apereo.cas
cas-server-support-json-service-registry
${cas.version}
in your pom.xml and
cas.serviceRegistry.json.location:file
I've added and it looks like CAS is just not picking up on any of the
services directory. It doesn't show as registering the service.
