Howdy all,

HERA (and other users) were seeing flaky casperfpga transactions when doing
SNAP board control over 10GbE.

I'm not sure who else uses SNAPs this way, but after some playing around I
believe the three most recent commits at
https://github.com/realtimeradio/mlib_devel/tree/snap-debug (the last
being this
one
<https://github.com/realtimeradio/mlib_devel/commit/bc2e30c46b7018502d2abfd0016facabb156ab3f>)
fix things.

If anyone was having problems and feels like trying these changes out I'd
be interested to know how you get on. I've tested this code on a single
small SNAP design using sys_clk.

Equally, if anyone is able to shed some light on _why_ this commit fixes
things, that would also be gratefully received!
