I did all of that, it's weird. even debug ccsip messages and the calls hit
cue but get fast busy on the CCM phone.

On the BR2:
(1) debug voip dial-peer - ensure that you are hitting the correct peer
pointing to CUE. Ensure your called # matches the call-in # on CUE (if you
use dialplan pattern you must translate)
(2) allow-connections h323 to sip must be configured.
(3) call-forward pattern .T inside telephon
You need to check the "Enable Inbound FastStart" checkbox on your
CallManager trunk pointing to IPIPGW.

Hi!
Usually the reason for such problems is that you already attached the
gateways/trunks to a route pattern (so they are used). Remove those
route pattern (or attach unused gateways to them) and you should be able
to see those items immediatelly.
