There can be lot of issue but here is what you should check:-
1. Check on Phones network configuratio and make sure they have the correct
TFTP server IP address.
2. Make sure CM service is running on SUB.
3. Make sure Auto-registration is enabled on PUB.

It was my laziness that led to this problem. I didn't configure the
excludes on my BR2 dhcp scope and a phone pulled the same IP as my
CUE. LOL. I won't do that again.
