It depends...
If you don't check "Provide outside dial tone" then other route-patterns
like 9.! will not provide dial tone on clicking "9" neither, users would
hear a secondary tone on clicking 9 and something else, say 92

Vik explains in the lectures that if ip option 150 doesn't match source
address with strict-option the phone will not register. But in test scenario
