I don't see where you created a translation profile to put the translation
rule inside. From there you would apply the translation profile to a voice
port or dial-peer typically.

First you let us know that what is your topology? Does your router is
registered with CCM/CME?
What all features you are looking for like VMWI, Caller-id info etc?
