The Phone NTP Reference is used for SIP endpoints. SIP endpoints store a NTP server address internally and they use the Phone NTP Reference parameter to obtain that information. This parameter is not required for SCCP endpoints. The second is for the CUCM server. You were pretty much spot on wi
