I am trying to meet a requirement that all calls across gatekeeper show 16kbps.
In both directions, if I press ? twice on the phone I see it is using G729 as
expected, however when calling from Site 3 to HQ or Site 2 the sh gatekeeper
calls output shows 128. From HQ(CUCM) to Site 3,
Looks like I was hitting CSCsl74701. Setting the intraregion codec to G729
fixed it, now I need to explicitly define all my intraregion relationships to
use G711 so that the service parameter is not used.

If I am asked to match MGCP signaling for QOS Purposes, does this include just
MGCP call control messages or the backhaul channel as well?
I think it is just the MGCP Call Control signaling (udp 2427), and not the
backhaul (2428), is this correct?
