Shouldn't there it be like 'en_welcome_prompt.au' or something

Do you want your phones to associate to the Subscriber in preference of the
Publisher?
I think I achieved that in a UC implementation some time back. But I did not
rely on TFTP options over DHCP etc..
It's a simple trick in CUCM itself..
