It's only on the H.323 gateway and H.225 Trunk (gatekeeper controlled)
configuration pages, not on the inter-cluster trunk pages (gatekeeper or
non-gatekeeper controlled).

Use the alias command under call-manager-fallback to redirect the number:
alias 1 1001 to 1001 preference 1 cfw 91NPANXX2001
Also, mark down the preference of all phones with: max-dn x preference 2
