If it is CME in SRST mode this can be done through defining ephone-template
like below:

softkeys seized Endcall Cfwdall Pickup
softkeys aler
If we are required to do the following.
while in SRST phones should appear like they do when they are registered to
CUCM except for the message "fallback" displayed at the bottom of the
