Thank you so much.You pushed me in the right direction and I found the
problem.
I ASSUMED the correct dial-peer was getting hit, but it wasn't.
I had another dial-peer in the config that was only partially configured but
had a better match.
Fixed up the broken dial-peer and it's working.

I do not much about RAS messages but coming to the basics here, I see the
following in the Gatekeeper Debugs:-

which means GK did found the path for the call correctly using zone prefix
of "3".

I'm assuming the DCF indicated in the debug RAS means some part of the setup
between UCM and BR2 is not working
but can't pinpoint it.
