I worked this out. I rushed my whole setup to work on this.My dialing plan was
jacked.

I'm playing with mgcp gw and cuc and AAR. I have some issues every other time.
when I call from pstn to br1 ph2 call goes to vm as expected.
When I lower the locations cac I need the call rerouted to vm. I am getting a
busy signal.
I assigned the aar groups and css's
can someone explain
