[OSL | CCIE_Voice] America numbering plan , does pstn pass 1 or not ?

Hi, I'm little confused with US numbering plan, since I'm no living in us. Does pstn pass 1 for national calls? Say site a E.164 number is 5031022xxx if some on from PSTN location calls toward our site , PSTN will pass it as 1503xxx- or 503xxx- ? I get confused since I came across
