If you have RSVP between SA and SC, make sure that the transcoder at SC is
above the MTP in the MRGL assigned to SC.

Take a look to make sure your transcoder is good and registered at sc. Also if
you have RSVP or qos between sc and hq check to make sure that configuration is
good. Make a call between phones from hq and sc and see if audio is good.
