If you have manually created the users, check if the mailbox really
exists...
If the users are imported, check if primary extension for the user is
configured correctly and check if a mailbox is created for the user.
If both are okay, then this can be an issue of digit matching...

i integrated my cue with my cucm when i select the message button on the phone
i am getting a recording " there is no mailbox associate with this extension" i
don't get it. i configured all this on the cue. Any idea ?

I checked that username by directly logging to CUCME gu
Check the configuration examples and technotes under CUE in the support
page. The first one is about CUCM to CUE integration. It starts with the
GUI method and in the end of the doco you will find the cli portion you are
after.
