If I am asked to match MGCP signaling for QOS Purposes, does this include just
MGCP call control messages or the backhaul channel as well?
I think it is just the MGCP Call Control signaling (udp 2427), and not the
backhaul (2428), is this correct?

Not correct. This include both.
If you use NBAR "match protocol mgcp" under your class map then you are
matching both.
You can verify this using the command "sh ip nbar port-map". This will show you
both ports under mgcp protocol.
