What does your debug voice ccapi say for the inbound and outbound dial peers?
You should be able to validate your translation and destination. Also check
your binding.

I have setup BR2 router so that when call come from pstn to 3214-3000 it
gets translated to 1002 and sent to CUCM SUB / PUB, only issue is when I
call I get fast busy. I have attach configuration and debugs.
My H323 Gw is fine, I can dial from my BR1 / HQ phones to 90113214! via
BR2.
