The voip dial-peer on the H323 gateway does not support the +. You have to use
a voice translation rule on the H323 gateway to re-insert the + after it's been
striped.

i've noticed that configuring a route pattern for the plus dialing: \+! and
pointing it to a H323 Gateway the debug Show voice ccapi inout report the
called number without the plus even if i have no discard instruction anywhere,
and consequently the is no + sign on the pstn side.
