I had a similar issue recently when I forgot to create and assign the dialog
group to the pilot.

I was using the default ICD script provided by ipcc express which I think it
should be working.
when I configured it in my test it looked like the RP didn't call CTI ports
for some reason. The working scenario should be phone displays CTI RP #
(2400) and then CTI port # (2501). B

You may need to upload the welcome-prompt under respective language (en_US,
en, Default).
Did you validate the script before uploading under CRS Script editor?
You may've run the script in reactive mode and verify whether the call was
hitting the script or not and which stage it was
The symptoms and behavior you are seeing points tocodec mismatch.
