that you take a good look at your incoming and outgoing COR lists
from the phone that you use to dial 9 and see if there is any permission issue.

see where are you breaking out.

this is strange, what version of CME is this one? may be if time does not
permit to troubleshoot it further then you could take a backup of your
config and do the following:
1- backup your runn-config
2- do *no telephoney-service*
3- Reload the router
4- do Telephoney-service setup
5- put the basi

also tries changing the secondary-dialtone from 9 to other nos. like 7 or 8,
same result (fast busy tone).
It is something like it does not recognize that pattern. for exapmle I do
not have any patterns that begin wi
what do you hear when you press 9 if you leave that command in? and what if
you remove this command and check if there is any difference? other wise the
best thing with CME would be to do two things as follows:
- reset the phones or
- reload the router.
