There is always more than one way to complete this type of task but for me
the use of voice translations was the most flexible and effective. That
said, having more tools in mental tool box never hurts.

Your configuration looks ok but I think you might be forwarding the * to VM. I
would recommend the following:
voice translation-rule 10
rule 1 /.*\(4...\)$/ /\1/
voice translation-profile vm-redirect
translate redirect-called 10

Since the busy trigger the line is 1, the call will be forwarded to VM of
4001, otherwise it's forwarded to VM of extension *4001, which is not
configured.
