You are correct, a voice translation rule appending the + sign will do it.

side? For example, H.323 does not support the + character. Therefore,
you'd need to setup a voice translation rule on the voice-port to append
a + to all incoming calls.
I'd prefer the voice translation rule on the voice-port

I do not recall seeing that '+ Dialing' was supported in CME when I
read through the CME SRND.
