I've seen in the end to end qos network design book a reference for
minCIR to be CIR/2.

QoS SRND page 204 says minCIR is by default CIR/2.

In a thread last November VATS was brought up and the suggestion was
minCIR = (95% * PVC)/2 (For 768k would = 364800).

Can anyone explain why it isn't 768/2 since the SRND says to set it at
half the usable interface bandwidth?
