We recently published a method for estimating F(000) by simply equating
it to Fcalc(000), the sum of all the electrons in the refined model
(including those in the bulk solvent):

Starting with the density (or specific volume) of water, you can obtain
rho(water)=0.33 e-/A^3. It's a nifty little bit of arithmetic and dimensional
analysis.
