Could you send detailed output of the command that fails, and be sure to
copy some context so we can easily see which command it is, and which
parameters it gets invoked with ?
Be sure to specify some data about your system too (you mention flex and
bison, which versions; etc).

If you're referring to the difference between the cegcc and mingw32ce

Good news. mingw32ce was accepted by the MinGW folks [1],
and is now blessed at config.patches [2] too.
With the acceptance came a name change though.
The new full canonical mingw32ce name is now:
arm-unknown-mingw32ce.
