listening on the DHCP IP that could change or go away when the network
cable is yanked.
A local tcpdump or wireshark should shed some light on this problem if
the above doesn't change anything.

Try using FileZilla 3.0.11.1 and it will work perfectly with VSFTPD.
There is an update
to TLS in the newer clients that has not caught up on the server side
of VSFTP
