There is indeed a config file: /etc/cockpit/cockpit.conf
The latest version can be found here:

Cockpit will replace it in the future but it still lacks a lot of
essential features.
Boxes is a tool that lacks even more functionality.
As to why your comput
I sense you're looking for a GUI solution here but, when I've run into trouble,
my fallback is virt-install.
