I clicked "Release Notes" link on www.centos.org.
It took me to the Release Notes 6.2 page below.

Still, I cannot see any edit menu differently other previous release notes
pages.

Where are you trying to edit? You are allowed to do so under
Manuals/ReleaseNotes/
