I've pushed an update to the centos-release-xen package, centos-release-xen-7-12.el6, to centos-virt-xen-testing, which should fix the "missing initrd" issue people have been seeing. Please test and see if it fixes your issue (and that it makes no other issues). If everything works well, I'll get

[CentOS-virt] Virt SIG Xen updates for XSAs 167-169
