I've also encountered that error while upgrading an older cluster; it was indeed a case of bad mgr keyring permissions for me. The keyring in question was apparently created by ceph-deploy on kraken when mgrs were still new and optional Paul -- Paul Emmerich Looking for help with your Ceph
