Make sure your open stack cephx auth key has access to the cache tier. That
is what bit us. As soon as we put the cache tier in overlay, Open Stack
could no longer access the RBDS (permission denied). I added the SSD pool

I have installed OpenStack cluster with Mirantis Fuel 7.0. Back end storage
is ceph and works great.
But when I try to activate ssd caching tier. All my working VMs suddenly
stops working and I can not create new instance.
If I disable caching tier, everything returns to normal.
