Issue solved.
I deleted the problematic pool (rbd) and the problem is now gone. RBD pool
is empty by the way.

I would try to Set pgp for your pool equal to 300
#Ceph osd pool yourpool set pgp 300
...not sure about the command...
If that did not help try to restart osd 7 and 15
