Its a feel good thing they mostly do for their constituents. If you read the propaganda your rep sends out, usually the stuff about sponsoring legislation is posted front and center. It gives the illusion that the rep is actually doing something, and by implication something for its constituents.

With all the pressing issues at hand (oil spill, immigration enforcement, wars, so on) you would think that they could stop these silly resolutions and focus on the important issues. Anyone who knows the process to get a resolution seen on the floor knows that this is a time consuming process
