Well, it was trying to spin the news in a positive way. The admin wanted to keep a couple thousand troops in Iraq. Iraq said no. So Obama announces that all our troops are coming home. Not exactly what he wanted but he's able to still use it in a positive manner. Nothing more sinister than that.
