WooHoo!!! I used to work on the Photoshop team so I can answer this one 
easy...

You cannot change the opacity of the background. It is always 100%. If you 
want to have a black background to work on, create a new layer, fill it 
with black and then put it below the layer you want to work on. When you 
are done, chuck the black layer.
