Well, in theory, there is a third, preferred way, to balance spending: lower
taxes, keep spending the same, but spend BETTER.
Republicans like to offer this third method as a way to have your cake, and
eat it too. Problem is, this NEVER works in the real world

below 40% to really make a difference.
Mostly because of the way that question was probably asked.
If 48% approve, then that doesn't directly equate to 52% disapprove. Many
could be indifferent.
