Eesh. I would imagine that there are multiple criminal and civil actions
that can be taken. The best advice to the parents would be to get a good
lawyer. The kids gonna need some expensive dental work that should at least
get covered by the offending family.

Defiantly take this to the law, at the very least that 17 year old committed
Battery, probably aggravated, school or no school. Start there. File a
police report, get it reported to the DA. Get the criminal ball rolling.
Now for Civil options, the parents and should talk to a lawyer they trust.
1. File criminal assault charges with the DA (you need witnesses and a police
report. Lots of photos of the injuries will help a lot too))
2. Civil action against the school - Reckless disregard, civil rights, safety
issues, etc. - See a lawyer)
3. Civil action against the 17-year old.
