Learn PHP or ASP...?
If you have a choice I would recommend .net using ASP MVC which is
fantastic. Now that there is a true alternative to WebForms the .Net web
platform is a joy to work with.

Could be that they don't know better, or it could be that they have
in-house resources that would deal with long term maintenance and they
have ASP/PHP skills, or it could be that there is a corporate-wide
standard on languages, who knows.

I'd double check that they are really tied to those two. Often the person
creating the RFP only knows a few buzzwords. The could very well just mean
