A shotgun is good in a group with other guns backing you up; after you exhaust those rounds, you are left with a hand gun, or reloading which may difficult with a shotgun. Third world nations; where famine is more common, are much more prepared to handle this than we are in USA. I'd totally let myself starve to death if it came between me killing a peaceful individual or food, one love, one energy... Others don't see this the same way; you need to think on that level sometimes; government isn't really prepared for that situation.
