FYI there are a couple of activities in this area.
SeaVoX has a draft ontology (see attached PDF) of water body names based
largely (but NOT exclusively) on terms agreed by the IHO that will be supported
by WFS-served coverage polygons. It is planned to use nodes in this ontology
Reviving an old topic, the CF region names list is now out of date;
there are 7 or 8 names on the GCMD list that have not been added
to the CF document. They are:
Bay Of Bengal
Bay Of Fundy
Davis Straight
Georges Bank
Grand Banks
Gulf Of Maine
Gulf Of St Lawrence

I don't think the regions can be exactly standardised, because part of the
