One way that comes to mind is this:
1/ Create a "handler.cfm" that examines the URL, query string, post
data, and all that stuff.
2/ make it the default file for the site (so naming it index.cfm would
work on most installations)
3/ In IIS, set it to be the custom 404 handler as well.
