web service image upload issue

I am working on a remote call cfc that will allow remote user to upload an image file. Should be pretty straight forward but I am finding that the image being saved is not quite right and therefore NFG. The remote call from my test cfm page is as follows... http://localdemo/billclix/bil

URL string problem

sort of problem? Does anyone know what would cause this to happen? This problem has been going on for some time and I have not been able to find any reference to it in the Allaire Forums so I am trying this list. The server is an Windows NT 4 with sp 6, running IIS 4 and CF Server 4.5.2
