Ok, I got it.
I replaced the 404 error handler in IIS to redirect to /404/index.cfm.
In /404, you need also an empty application.cfm,
Then in 404/index.cfm, just these two lines:

Hi, I' publishing a new web site for a customer which was html only

I want old links to any old page to be redirected to /index.cfm
