where should i place this Meta tag?

Cos i find that sometimes this tag does not work. In fact most of the time
this does not work. After i logout out and login as a different user, it
displays the previous user's page. Only after 1 or few attempts pressing the
"Refresh" button, then it will reflect the new user's data page. How should
i handle this problem?? I tried to clear the struct session after user click
the logout button, but somehow the user id of the previous user still
exists. Does anyone knows how i can solve this ?? Any help will be very much
appreciated.
