No, it does not. The file is index.html and calls the include
inc_header.shtml. I wonder if that is the problem.
Unless you've specifically configured your server to associate .html with
the SSI extension, yes. That's your problem.

I need to use server side includes on a simple HTML web site (all pages are
HTML). I use !--#include file=inc_header.shtml-- to call the page, yet
nothing is displayed. I've changed the file extension many times. Each time
