+1 to POI. jXLS is also nice if you need templating.
But +2 to SSIS (or similar). CF as a data pump just does not scale.

Can you have a scheduled task rebuild the .xls file every so often?
If that would work, then you could just have SSIS dump the .xls file on
your web server.
This would take CF completely out of the process.
