You can try to use the CFHEADER tag to set a cookie.
The structure of the cookie header is:
Cookie:name=value
I'm not sure it will work, but it may.

Does anyone know of a way to set cookies on a page
that uses CFCONTENT? Is this impossible to do?
Cookies are part of a HTTP request, therefore it depends on the content
type - if you're sending back an Excel sheet, then I doubt it as Excel loads
within the browser window (as with Word etc.)
