A couple of threads have been discussing CFEclipse as a
portable CF Development Environment and CFEverywhere as a
small (maybe portable) Execution environment for CF apps.
Since the environments have a lot in common, it might be
worthwhile to combine them.

I should have said something like:
A CF Developer could install a CF Execution environment as above, than
add CFEclipes as the IDE component.
