If you are using CF10 or CF11 the file is now jetty.lax
You can find it in this directory {cfusion}\jetty
The line you want to change is around 68 or so.

Les,
Are you running an external Solr instance? Check the CF admin settings under
Solr Host Name. It might give you a host or IP for an external server.
